Job Description
PURPOSE AND SCOPE:
The Manager, Mechanical, Electrical, and Plumbing (MEP) directs Property Services functions, which may include high-rise buildings, with complex MEP systems. Extensive scope may include all physical plant, HVAC, electrical and domestic water systems for the campus. Responsible for budget planning for all areas and resource allocation. Works closely with Director of Property Services and Project Development and Planning Team in R&R and capital projects. Responsible for ensuring compliance with all local, state, federal codes and regulations.
This role works collaboratively across LSC campuses on special projects, recommend process improvement, and implement best practices in standard operating procedures (SOPs) across functional units.
ESSENTIAL JOB FUNCTIONS:
- Manages and maintains the college's MEP systems
- Develops and implements a preventive and predictive maintenance program for MEP systems; Works closely with maintenance teams to minimize downtime and equipment failures; Utilizes Computerized Maintenance Management Systems (CMMS) for tracking work orders, inspections, and asset life cycles
- Monitors and optimizes energy consumption to improve efficiency and reduce costs; Collaborates with sustainability teams to implement energy-saving initiatives such as LED retrofits, building automation systems (BAS), and water conservation efforts; Ensures compliance with Lone Star College's sustainability goals
- Ensures all MEP systems comply with local, state, and federal regulations, including OSHA, NFPA, NEC, and ADA requirements; Manages inspections, testing, and reporting for emergency power systems; Manages water quality testing and legionella prevention programs
- Collaborates with Property Development and Planning Team for MEP-related capital projects, renovations, and system upgrades; Works closely with architects, engineers, and contractors to ensure designs meet college standards and operational needs; Manages commissioning and test and balance (TAB) processes for new installations and major system upgrades
- Works in collaboration with the Property Service Director and Business Operations team in the procurement process as it relates to MEP maintenance, repairs and capital improvements
- Manages and maintains service contracts with external vendors
- Serves as the MEP Lead for emergency situations, including power outages, HVAC failures, and plumbing emergencies; Develops disaster recovery plans for MEP infrastructure and participate in campus-wide emergency planning
- Supervises and trains maintenance technicians and MEP specialists; Conducts regular safety and technical training to enhance the skills of the facilities team; Promotes a culture of accountability, teamwork, and continuous improvement
- Works closely with campus Property Services directors, administration, and faculty to address facility concerns and prioritize work orders; Provides updates and reports to senior leadership on system performance, risk assessments, and budgetary needs; Ensures a customer service-oriented approach in responding to campus needs
- Stays current with emerging MEP technologies; Evaluates new industry trends and recommend strategic investments in facility infrastructure
- Responsible for other reasonable related duties as assigned
KNOWLEDGE, SKILLS, AND ABILITIES:
- Advanced technical knowledge of MEP systems including HVAC, electrical, plumbing, refrigeration, and pneumatic controls
- Strong understanding of computerized building operation systems and Building Automation Systems (BAS)
- Expertise in preventive and predictive maintenance strategies and asset lifecycle management
- Familiarity with CMMS platforms for tracking work orders, inspections, and performance metric
- Comprehensive understanding of regulatory codes and standards including OSHA, NFPA, NEC, ADA, and water quality regulations
- Knowledge of commissioning, test and balance (TAB), and disaster recovery planning for MEP infrastructure
- Strong leadership and team development skills, including training, mentoring, and performance management
- Effective communication and reporting skills for engaging with senior leadership, faculty, and cross-functional teams
- Excellent project management skills with the ability to oversee capital projects, renovations, and system upgrades
- Ability to lead emergency response efforts for MEP-related incidents and develop recovery protocols
- Ability to manage inspections, testing, and compliance documentation for critical systems
- Ability to work in high-rise and complex building environments with exposure to mechanical rooms, rooftops, and confined spaces
- Strong computer skills including Microsoft Office Suite, database applications, and facility management software
PHYSICAL ABILITIES:
- Ability to operate power tools and equipment associated with building maintenance
- Comfortable working at heights of up to 50 feet, including on ladders, scaffolding or elevated platforms.
- Exerting up to 50 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body
WORK SCHEDULE AND CONDITIONS:
- Work is performed in indoor and outdoor environments, including mechanical rooms, rooftops, and crawl spaces.
- Exposure to temperature extremes, noise, dust, chemicals, and hazardous materials
- Use of personal protective equipment (PPE) may be required.
- Interface with internal and external contacts as needed to carry out the functions of the position
- May regularly travel to different LSC locations
- May be fully reassigned to other LSC locations if necessary
- May need to work weekends and untraditional hours if necessary
- This position is classified as an essential employee, which means the individual may be required to report to work during college closures or emergencies to support recovery and reopening efforts.
REQUIRED QUALIFICATIONS:
- Bachelor's degree and at least 3 years of experience, or an equivalent combination of education and experience
- HVAC, Electrical or plumbing certification or license
PREFERRED QUALIFICATIONS:
- Previous supervisory experience
- Certified Facility Manager (CFM) or Facilities Management Professional (FMP)
- Stationary Engineers License 3rd grade or above
Salary
Hiring salary range is $63,014.00 - $72,467.00
Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education.
